1. DIRECTOR HANSARD, RESEARCH AND INFORMATION SERVICES CASB 11
(a)Duties and Responsibilities
An officer at this level will be responsible to the Clerk of the Assembly for Hansard, Research and Information Services.
Duties and Responsibilities will entail:- Overseeing the Hansard, Research and Information Communication Technology function of the Assembly; Approving maintaining researched material gathered in assignments before dissemination ;Ensuring the provision of non-partisan, professional research assistance and analysis of issues to Presiding officers, Members, Committees and staff of County Assembly; and Reviewing and developing Information Communication Technology
(b) Requirements for Appointment
For appointment to this grade, an officer must have: Served in the grade of Principal Officer, Hansard, Research or Information Communication Technology or in a comparable position for a minimum period of three (3) years;
(i) Bachelors degree in any of the following disciplines:- Computer Science, Information Technology, Business Information Technology, Communication, Media Studies/Journalism, Linguistics, majoring in English and Kiswahili or any other equivalent qualification from recognized institution;
(ii)Masters degree in any of the following disciplines:- Computer Science, Information Technology, Business Information Technology, Communication, Media Studies, Linguistics or any other equivalent qualification from a recognized Institution will be an added advantage;
(iii) Certificate in Leadership Course from a recognized institution;
(iv) Proficiency in computer applications skills; and Demonstrated outstanding capability in Hansard, Research and Information Communication Technology, integrity, professional competence and administrative ability as reflected in work performance and results.
